You don't have enough trades and it is sending to the exout url, which by default is sent to arrowscripts. Those sites are probably buying traffic from arrowscripts.

I installed this script on other 2 doamins, with no problem with out.cgi ... weird...

You could have 400 trades, if 398 of them are in the passive range then you don't have enough trades. When the script sends traffic to all the active trades it then sends the rest of the skimmed hits to the exout url.
